Bush Urges FTA with APEC Countries
In remarks to the National Singapore University Nov. 16, President Bush said he believes the idea of a free trade agreement covering the entire Asia-Pacific Economic Cooperation region “deserves serious consideration.” According to Bush, the U.S. believes that APEC is the premier economic forum in the region with immense potential to expand free trade and opportunity across the Pacific. The U.S. already has FTAs with Singapore and Australia and is currently in negotiations with Malaysia and Korea. Bush also called on APEC countries to help get the stalled Doha Round talks back on track.

USTR Seeks Applicants for NAFTA Binational Panel Roster
The Office of the U.S. Trade Representative is seeking applications from those interested in being included on a roster of individuals who may be called to serve on NAFTA binational panels that review antidumping and countervailing issues (Chapter 19 roster). Applications for membership during the period April 1, 2007, through March 31, 2008, should be received no later than Dec. 6.

Early Trade Implications of Democrat-Controlled 110th Congress
Democratic control over the House and Senate in the 110th Congress is likely to have substantial implications for trade policy over the next two years. Gains in the midterm elections are expected to leave Democrats with at least 230 seats in the House of Representatives and have given them a slim 51 seat majority in the Senate. The full extent to which the trade agenda will be affected remains unclear. Talk of bipartisanship, if it holds out, could make it easier to find common ground on the Bush administration’s trade priorities. Any rift or breakdown in the current rhetoric of bipartisanship could compromise trade. Contact THA if you are interested in receiving a full report prepared by Sandler, Travis and Rosenberg, PA.

CITA Makes Affirmative AGOA Short Supply Determination for Cotton/Cashmere Yarn - The Committee for the Implementation of Textile Agreements has determined under the AGOA that certain combed and ring spun yarn of a 92 percent cotton/8 percent cashmere blend, comprised of 2/32 Nm resulting in a 16 Nm yarn size, classified under HTSUS 5205.42.0020, for use in men’s knit sweaters, cannot be supplied by the U.S. industry in commercial quantities in a timely manner.

As a result, CITA has designated men’s knit sweaters made from such yarn that are cut from fabric formed, or knit-to-shape, and sewn or otherwise assembled in one or more eligible AGOA beneficiary countries as eligible for quota- and duty-free treatment under HTSUS 9819.11.24. This designation is only valid provided that all other yarns used in the referenced apparel articles are U.S.-formed, subject to the special rules for findings and trimmings, certain interlinings and de minimis fibers and yarns under AGOA section 112(d), and that such articles are imported directly into the customs territory of the United States from an eligible AGOA beneficiary country.

Vietnam PNTR Delayed
The House Republican leadership canceled a November 15 vote during the current "lame-duck" session of Congress on legislation granting Vietnam Permanent Normal Trading Relations (PNTR) status after the bill failed to garner the required 2/3 vote for passage under a House provision called "suspension of the rules" on the evening of November 13. Even though Vietnam PNTR obtained majority support in the House for suspension -- 228 - 161 -- the House leadership postponed the vote until at least the week of December 4.
